Bitrate Commander works by examining each frame in the source file and using a proprietary
algorithm for optimising the recompression of that frame at a new bit rate. The result is a high-quality
representation of the original.
When used for converting to a higher bit rate, or (commonly) for converting from long GOP to I-frame only, the quality of the output file is indistinguishable from that of the source file.
The proprietary algorithm seeks to minimise the introduction of compression artefacts such as macroblocking, ghosting and colour shift.
